Bus Stop Maintenance

    Keystone Gulch HOA received a report that the lights at the Keystone bus stop on Soda Ridge Road are out. This raised the question of who is responsible for maintaining the bus stop buildings in the Keystone area. We learned via Joshua Weber (Public Works, Town of Keystone), who contacted Keystone Resort, that individual HOAs are responsible for the bus stop infrastructure in their respective areas. This was a bit of a surprise for me because we (Keystone Gulch HOA) have not been actively maintaining the Keystone Gulch bus stop, and perhaps we need to start paying attention to it. Before we start making repairs to buildings and infrastructure we don’t own, I want to make sure we understand how this responsibility is being handled across Keystone. Specifically:

    1. Is your HOA actively maintaining the bus stop infrastructure within your area (lighting, structure, signage, paint, etc.)? 
    2. Are there any cost-sharing arrangements or coordination efforts already in place between HOAs that we should be aware of?

    Bruce - based on my past experience at Montezuma condos where we had a Keystone bus stop on our property, it is true that the HOA is responsible for maintenance of the bus stop.  For us this primarily amounted to re-staining occasionally and I think once we had to do some roof work.  It's always been a bit of a contentious issue but never a very large expense so we just went ahead and did it because it was viewable from every condo and people didn't want it to be an eyesore.  I'm not aware of any HOA that challenged this position from Vail.

    It has been my observation over the years that Vail Resorts (Keystone Resort) maintains the bus stop buildings in the same way they operate and maintain the buses that stop there. This seems to me as part of the overall infrastructure they need to run a ski resort.

    For The Alders HOA the Keystone Neighborhood Company (KNC) maintains our bus stops. They are not lit to my knowledge.

    Each homeowner pays annual dues to KNC for this service along with many other services KNC performs for the community.

    Frey Gulch is one of three (3) HOA's on Antlers Gulch Road (AGR).  We also have a bus stop.  It was only recently put into use once AGR was extended into the Villages at Wintergreen and Vail accepted our request to re-open it.  At the time we were also told, but I can't say by whom, that we were responsible for the maintenance/upkeep of the bus stop.  I don't know about signs as Vail would place the route and schedule signs up and take them down at the end of the season.  We had an issue with the street light adjacent to the bus stop being too bright for some of the homeowners.  So collectively we reduced the number of lumens with a different bulb ourselves.  Other than that we have not really taken any further action on the maintenance of the bus stop, but ours is in pretty good shape.

    Keystone stopped servicing the bus stops at Gateway and Cinnamon Ridge before last season.  We didn't have stop shelters just signs which are now gone.  

    Is it possible you're looking at a dual purpose Summit Stage/Keystone stop?  I'm not aware of Keystone constructing any shelters.  If there's a shelter I bet your HOA built it a long time ago?

    Ski Tip Ranch has no bus stop, but one of our owners commented at a KNC meeting that the bus stop near her at Trappers Crossing was needing attention and it was repaired soon after.  So probably KNC is responsible?

    It's a bit of a conundrum. When Montezuma Lenawee and other nearby condos were constructed, they were owned by Keystone (Ralston Purina). Later the properties were deeded to be independent from the Keystone organization. Montezuma inherited the bus stop, originally built and maintained by Keystone, the one that was used for transport to the lifts. Our understanding is that the bus stop is now owned and maintained by Montezuma however Vail Resorts lift bus no longer stops there... We're considering the bus stops future....  

    It will be interesting to see the delineation between the Summit county (now Keystone?) bus service and the Vail Resorts lift buses. It will also be interesting to see who owns and maintains the roads near the condos....

    Unless it already exists, there may be a good reason to create a committee of interesting parties including affected condominiums, Vail Resorts, and the Town of Keystone, to meet quarterly?, to clarify ownership and maintenance issues. The scope could include bus services road maintenance and other common property/issues.

    The other interesting item that Bruce didn’t mention: while the bus stop is named Keystone Gulch, it is actually across the street on Flying Dutchman’s property.  So would it be a shared cost?

    There is a Green Route stop just outside our entrance to River Run Townhomes on East Keystone Road.  There is no structure - just a signpost.  However the ground is not paved and becomes grooved.  It would be interesting to know if that pull-off area is supposed to be maintained by Vail, the county, or the town.  This is the first reference we have heard about an HOA responsibility.  I am sure there are others that are unpaved also.
