Parking Policy Enforcement

    I have a question regarding parking issues and enforcement - such as towing and/or booting.  We would like some feedback on how HOAs are dealing with ongoing parking issues.

    Specifically:

    1.  Parking on the road (fire lane)
    2. Parking on the lawn and flower beds
    3. Blocking neighbor's driveway and/or garage
    4. Unauthorized parking in neighbor's driveway
    5. Exceeding the allowable number cars per unit

    All violations HOA Rules and Regs and Keystone STR Ordinance-2025-O-14

    At Frey Gulch I personally had issues with being blocked from access or egress to my garage by renters parking.  Renters would/could not use the garage so parked outside, but by doing so, blocked my ability to get in or out.  Myself, the rental unit owner and the rental agency thought we had a solution.  A notice was posted inside the unit and renters were give a similar notice in their rental agreement and by text prior to taking residence.  If they blocked my accessibility they would be towed.  Yet we found this was not enough as we were challenged by the Public Utility Commission.  The result was we had to place signs to the entrance of our property as well with multiple restrictions.  We had Ryan's Recovery make the signs.  Colorado has specific towing laws that need to be satisfied before you can tow.  This should cover your blocking and unauthorized parking issues.  Parking on the road in a fire lane should be a Town issue where I would call the police to address.  Feel free to call me 978-460-1772

    I'm providing the Colorado guidelines regarding towing.  These include: Colorado Towing Bill of Rights: HB22-1314 and HB24-1051 and the Public Utilities Commission Code of Colorado Regulations 4CCR 723-6 (look at section 6513 pp. 82-83).  I have also included a picture of the signs we posted that comply with these regulations.  We put our signs up on 4x4 cedar posts.  Note, ours are posted near fire hydrants and the requirement is that are no closer than 3 feet from a hydrant so the FD can have access to attach hoses.
